U.S. Government Accountability Office (GAO)
Dr. Howard leads teams of scientists, engineers, and analysts at GAO to provide to the U.S. Congress through high quality analysis of science and technology issues and the related policy implications. She manages a broad portfolio of topics including forensic algorithms for law enforcement, vaccine development, chemical weapons, artificial intelligence, environmental quality, water scarcity, and many other science and technology issues.
Dr. Howard received the 2021 Arthur S. Flemming Award for Leadership in Government Service, GAO’s 2022 Distinguished Service Award and 2019 Meritorious Service Award, and numerous others. Prior to joining GAO in 2007, Dr. Howard enjoyed a 12-year career as a high school chemistry and biology teacher. She holds a PhD in Environmental Chemistry, MS in Analytical Chemistry, and MS in Education.
